THE PUBLIC OUTER SPACE PROGRAM WOULD BE DESIGNED AND MANAGED FROM FOUR DIRECTIONS: GOVERNMEANT (A); EDUCATION (B); BUSINESS (C); THE PUBLIC (D). THE GOVERNING BOARD WOULD DECIDE THE WEIGHT OF AUTHORITY FROM EACH DIRECTION. SPECIFICALLY, THE GOVERNMEANT SIDE OF POSP WOULD BE FOCUSED ON SECURITY AND ACCOUNTABILITY; THE EDUCATION SIDE OF POSP WOULD BE FOCUSED ON TRAINING FUNCTIONALITY; THE BUSINESS SIDE OF POSP WOULD BE FOCUSED ON ECONOMICAL SOLUTIONS; THE PUBLIC SIDE OF POSP WOULD BE FOCUSED ON INFORMATION TECHNOLOGY INVESTMEANTS. THE COMBINED ORGANIZATION WOULD BE MANAGED BY THE GOVERNING BOARD. THE PUBLIC OUTER SPACE PROGRAM STRUCTURE IS REPRESENTED BY THE FOLLOWING:

(A) GOVERNMEANT SIDE OF THE PUBLIC OUTER SPACE PROGRAM

FOCUS TO STRUCTURETHE GOVERNMEANT SIDE OF POSP WOULD BE THE DIRECT AUTHORITY AND ACCESS TO INFORMATION THAT THE FEDERAL GOVERNMEANT HAS OVER POSP. SECONDARILY, POSP WOULD CONTACT AND  FOLLOW THE REQUIREMEANTS OF STATE AND CITY GOVERNMEANTS RE: BUSINESS REGULATIONS AND LOCATIONS.  THE FEDERAL GOVERNMEANT WOULD HAVE A SEAT ON THE GOVERNING BOARD AND CONSULT ON SECURITY AND COMMUNICATIONS.

(B) EDUCATION SIDE OF THE PUBLIC OUTER SPACE PROGRAM 

FOCUS TO STRUCTURE: THE EDUCATION SIDE OF POSP WOULD HAVE AS A FOCUS EMPLOYEE TRAINING, WORK ENVIRMEANT, CURRICULUM DEVELOPMEANT. THIS GROUP WOULD REQUIRE A PARTICIPATING UNIVERSITY AND/OR A GROUP OF EDUCATIONAL TRAINERS. PLEASE REFER TO THE CHART ON THE NEXT PAGE, OUTLINING A SPACE & SELF TECHNOLOGY DEGREE THAT WOULD CONNECT: 1)MAJOR AFFILIATES IN THE INDUSTRIES OF TRANSPORTATION, POWER, COMMUNICATIONS, SCIENCE, HEALTH COMMUNITY PLANNING, AND EDUCATION; 2)SPACE TRAVEL; 3)MANAGEMEANT & OVERSIGHT; 4)LIFE SCIENCES; 5)TRANSCENDANT SELF STUDIES; 5)SETTLEMEANT & CULTURE; 6)WHOLISTIC MEDICAL; EACH STUDENT WOULD BE REQUIRED TO SELECT 2 TO 3 AREAS OF STUDY OUT OF 6. THERE IS A GREAT 8)SUPPORT EXCHANGE ASPECT TO THIS PROGRAM. EDUCATION AND ENTERTAINMEANT WOULD BE CULTIVATED FOR THE PUBLIC IN EXCHANGE FOR FUNDING AND SUPPORT. BUSINESSES WOULD HAVE AN OPPORTUNITY TO RETOOL, RE-TRAIN, TEACH, AND CONDUCT RESEARCH IN EXCHANGE FOR PROVIDING EMPLOYMEANT. STUDENTS WOULD HAVE AN OPPORTUNITY FOR INTERNSHIPS, STABLE EMPLOYMEANT AND RESEARCH. THE (9) PROGRAM'S SOCIAL ADVANTAGES ARE TREMENDOUS  FOR THE REVITALIZATION OF THIS ECONOMY, NEW CAREER AND CULTURAL OPPORTUNITIES. THIS DEGREE PROGRAM WOULD EVENTUALLY TURN INTO A FORMAL ACADEMY FOR SPACE TRAVEL.

X|V. OUTER SPACE VISITS AND WORK|LIVE PROJECTS 

THE GOAL OF THE BUSINESS SIDE OF POSP IS TO CREATE ECONOMICAL, SAFE SPACE TRAVEL, SPACE STATIONS, AND TO PLAN FOR OUTER SPACE SETTLEMEANT. SPACE TRAVEL PROJECTS WOULD BE PLANNED AND IMPLIMENTED TO BUILD A TECHNOLOGY BASE AND TO GAIN KNOW-HOW. THE SUCCESS OF POSP WOULD BE THE GROWTH OF TRAVEL AND EDUCATION OPPORTUNITIES FOR PUBLIC USE.

THE FACILITIES WILL BE LOCATED IN AND AROUND THE CHICAGO AREA, AND GREATER ILLINOIS. THERE IS A LARGE POPULATION OF YOUNG UPWARDLY MOBILE UNEMPLOYED WORKERS. THE PROXIMITY FROM CHICAGO'S DENSELY POPULATED AREA TO SPARSELY POPULATED FARMLAND IS 90 MINUTES BY CAR. THERE ARE NUMEROUS TRAINS TO MAKE THE CONNECTION. FACILITIES FOR THE PUBLIC OUTER SPACE PROGRAM NEED TO ACCOMMODATE THE FOLLOWING: 1) MANUFACTURING; 2) PUBLIC OFFICES & SCIENCE PARK; 3) EDUCATIONAL FACILITY(IES); 4) LAUNCH SITE. MANUFACTURING, OFFICES, SCIENCE PARK, AND LAUNCH SITE WILL BE DESIGNED FROM SCRATCH. THE EDUCATIONAL FACILITY(IES) WILL BE RENTED FROM (A) UNIVERSITY(IES).

(D) PUBLIC SIDE OF THE PUBLIC OUTER SPACE PROGRAM

FOCUS TO STRUCTURE: THE PUBLIC SIDE OF POSP IS THE EXCHANGE OF POSP VALUE FOR PUBLIC INTEREST AND SUPPORT. THIS VALUE-FOR-SUPPORT WILL BE CULTIVATED IN SEVERAL WAYS: 

1) POSP PROGRESS INFORMATION VIA MEDIA, SCIENCE PARK, AND A SATELLITE RADIO STATION

2) EDUCATION PROGRAMS: ACADEMY, COURSES

3) DOCU-DRAMAS RE: TRAVEL ANTICIPATION, BIOTECHNO-LOGY, AND SOCIETY SETTLEMEANT PLANNING 

THE PUBLIC SIDE OF POSP WILL BUILD ENTHUSIASM AND FAMILIARITY WITH POSP TECHNOLOGY INVESTMEANTS  AND THEIR RESULTING TRAVEL OPTIONS.
